As a note, the plan from the BBC article sounds actually remarkably similar in technique to what Tesla was planning- the difference is scale. Tesla's plan called for anyone to be able to drive an appropriately sized antenna into the ground and draw off electricity- because the "transmitting" antenna was going to be the Earth itself (and perhaps an air-current resonator, as implied by Wardenclyffe).
