The goal: a decentralized, self-organizing system of government that can operate on a set of individuals of any size. This system must provide behavior modification, a catch system for unfornate citizens, and a method of indoctrinating the next generation into the patterns that are needed to perpetuate this system.

Hazards: indoctrination breeds out dissent.

Thought: concept of "Whuffie" from Down and Out in the Magic Kingdom, a currency that is a measure of people's respect for you. Well respected individuals have high wuffie, which gets them advantages, and buys them things they want.

Neat, but again, with the hazard that with opinion being your currency, you'll go out of your way to garner good opinion. I imagine lots of pushover floppy people who do anything just to be liked. Could make a neat idea for a story.
